In wordpad, click open and go to Filter Forge plugins folder for the version you chose and open the CONFIG file.
Open Wordpad as an administrator by opening the app by right clicking the windows icon in bottom left of your screen. When running photoshop now you will get an error that says one of your plugins not in system. It depends on whether you are using X86 or the other version, you want the matching version files or it won't work. If you are using X86 version the files are in Progam Files>Filter Forge 9>Plugin>FilterForge 9 X86. Make sure you get the right files for your version of photoshop. Place the shortcuts into Program Files>Adobe> Adobe Photoshop 2020>plug-ins folder.
Leave the original files in the Filter Forge plugins folder, make shortcuts. Go to Program Files>Filter Forge 9>plugin folder. The first error would be the plugin would not show up at all in the filters menu.

Had a hard time finding info on how to do this, so I made this post to help others in my situation. I got a few errors when trying to use Filter Forge 9 as a plugin in Adobe CC Photoshop 2020 in Win 10. If you're new/thinking about getting creative cloud we'll be happy to share our knowledge but please don't start threads just complaining about how you don't like the service.
